    Instructions

    1. In a bowl, mix the flour and salt. Add the vegetable oil and rub it into the flour until the mixture resembles breadcrumbs. Gradually add water until a dough forms. Knead until smooth, then cover and let it rest for 30 minutes.

    4. Roll out the dough on a floured surface to about 1/8 inch thick. Cut into circles (about 4 inches in diameter).
    5. Place a spoonful of the fish filling in the center of each circle. Fold the dough over to create a half-moon shape and seal the edges by pressing with a fork.
    6. Heat oil in a deep pan over medium heat. Fry the pastels in batches until golden brown on both sides. Drain on paper towels before serving.
