- 2 cups all-purpose flour
- 1/2 cup water
- 1/4 cup butter
- 1/2 teaspoon salt
- 1 cup cooked shrimp, chopped

- 2 cloves garlic, minced
- 1/4 cup fresh cilantro, chopped
- 1 teaspoon paprika
- 1/2 teaspoon black pepper
- 1/4 teaspoon cayenne pepper
- 1 egg, beaten (for egg wash)
- Oil for frying
Instructions
- In a saucepan, melt the butter over medium heat. Add the water and salt, bringing it to a boil.
- Gradually add the flour, stirring continuously until a dough forms. Remove from heat and let it cool.
- In a skillet, sauté the onion and garlic until translucent. Add the chopped shrimp, cilantro, paprika, black pepper, and cayenne pepper. Cook for about 5 minutes, then remove from heat and let cool.
- Roll out the dough on a floured surface to about 1/8 inch thick. Cut into circles using a cookie cutter or glass.
- Place a spoonful of the shrimp filling in the center of each circle. Fold over and seal the edges with a fork.
- Heat oil in a deep pan over medium heat. Fry the rissois until golden brown, about 3-4 minutes on each side.
- Remove and drain on paper towels before serving.
