The Department of Labor builds partnerships between management and the labor organizations representing City employees. The department also oversees matters related to the City’s Equal Employment Opportunity (EEO) and workplace anti-harassment policies, FMLA, ADA, and other EEO areas. It is the City’s main contact for the labor community and administers and enforces the City’s worker protection laws.

Community Legal Services

Community Legal Services (CLS) provides free legal assistance and representation, regarding employment issues, to eligible low-income residents of Philadelphia. To qualify for legal help, your income cannot be more than 125 percent of the federal poverty line (in rare cases it may be able to help people with slightly higher incomes). It offers an in-person intake at its Center City and North Philadelphia offices, as well via phone at 215-981-3700. CLS provides bilingual help or interpreters at no cost as needed. It offers an extensive “Know Your Rights” video library with educational information.
