Instructions
- Soak the black-eyed peas in water for about 4 hours or overnight.
- Drain and rinse the peas, then blend them with onions, green bell peppers, tomatoes, and enough water to create a smooth batter.
- In a large bowl, combine the blended mixture with vegetable oil, ground pepper, and salt. Mix well.
- If using, fold in the cooked fish or meat and chopped vegetables.
- Grease small bowls or banana leaves and pour the mixture into them, filling them about 3/4 full.
- Place the filled bowls in a steamer or pot with boiling water, cover, and steam for about 45-60 minutes until set.
- Allow to cool slightly before serving.
