- In a separate pot, heat olive oil over medium heat. Add chopped onion, bell pepper, and garlic, sautéing until softened.
- Stir in the cumin, oregano, and vinegar, cooking for another minute.
- Add the cooked black beans (remove bay leaves), along with their cooking liquid, to the sautéed mixture.
- Stir in the rice and bring to a boil. Reduce heat to low, cover, and cook for about 20 minutes, or until rice is tender and liquid is absorbed.
- Fluff the rice with a fork and let it sit covered for an additional 5 minutes.
- Serve hot, garnished with fresh cilantro.
