- In a large pot, heat the vegetable oil over medium heat and sauté the chopped onion until translucent.
- Add the soaked beans to the pot and stir for a few minutes.
- Add the rinsed samp and water to the pot, along with salt and black pepper.
- Bring to a boil, then reduce the heat to low and cover the pot.
- Simmer for about 1.5 to 2 hours, stirring occasionally, until both the samp and beans are tender.
- If using, add the chopped green chilies in the last 10 minutes of cooking.
- Serve hot as a side dish or main course.
