- In a large pot, heat the vegetable oil over medium heat. Add the chopped onions, garlic, and ginger, sautéing until fragrant.
- Add the oxtails to the pot, browning them on all sides.
- Stir in the diced tomatoes, tomato paste, beef broth, bay leaves, thyme, curry powder, and black pepper. Bring to a boil.
- Reduce heat to low, cover, and simmer for about 2 hours, or until the oxtails are tender.
- Add the carrots, potatoes, and bell pepper to the pot. Cook for an additional 30 minutes until the vegetables are soft.
- Adjust seasoning with salt and pepper as needed.
- Serve hot, garnished with fresh parsley.
